Psalms 14: 1 - 7, KJV
[1] "The fool hath said in his heart, there is no God. They are corrupt, they have done abominable works, there is none that doeth good."
The Word of the Lord tells us that the fool hath said in his heart, there is no God and that they are corrupt, they have done abominable(vile) works (deeds), and that there is none that doeth good.
David is describing fools not as lacking intellect, but as morally deficient or lack of something necessary, acting without fear of judgement.
James 4:17 says, "Therefore to him that knoweth to do good, and doeth it not, to him it is sin." Does this mean we sin every time we fail to do a good deed? James 4:17 is defining the sin of omission.
While many people think "sin" is an active deed, such as (lying, stealing, or cheating), James is letting us know that failing to do what is right is also a sin. For example, if you know you should have helped a person, show kindness toward someone, or followed God's prompting, but you choose not to, you are or will be held accountable. It is a purposeful or intentional act of not doing something.
Thus, the fool in Psalms 14:1 is not someone with low intelligence, but a person that morally (conforming to a standard) rebels in their heart, and says, "There is no God." Ignoring His authority, His judgement, and His presence through their deeds and not their words.
